CCDC Documents (Canadian Construction Documents Committee)

CCDC documents are the standard-form contracts and guides the Canadian Construction Documents Committee publishes for the Canadian construction industry. In public-sector construction procurement, the buyer's tender documents frequently name a CCDC form as the agreement the successful bidder will sign.

What it is

The Canadian Construction Documents Committee (CCDC) is the national body that develops and maintains standard construction contracts, guides and related forms. Its documents are prepared and updated by a committee representing owners, consultants and contractors across Canada, and they are purchased through CCDC document outlets rather than downloaded for free — contract forms and statutory declarations also require copyright seals supplied with the purchase.

The main contract forms

Per the CCDC's own documents list, the core construction contract forms include:

CCDC 2 – Stipulated Price Contract (2020)

The most widely used form: the contractor builds the defined work for a single, pre-determined fixed price. This is the form most municipal, school-board and other public construction tenders point to.

CCDC 3 – Cost Plus Contract (2016)

The contractor is reimbursed for actual costs plus an agreed fee, with no fixed total price.

CCDC 4 – Unit Price Contract (2023)

Pricing is set per unit of work; the final price depends on measured quantities.

CCDC 5A and 5B – Construction Management Contracts

CCDC 5A (services) engages a construction manager as a limited agent of the owner who advises and administers trade contracts but does not perform the work itself. CCDC 5B (services and construction) has the manager both advise pre-construction and perform the work, typically on an actual-cost-plus-fee basis with options such as a guaranteed maximum price.

CCDC 14 – Design-Build Stipulated Price Contract

A prime contract where the design-builder delivers both design services and construction for a single stipulated price.

CCDC 18 – Civil Works Contract (2023)

Standard terms tailored to civil infrastructure work.

The guides and related forms

Alongside the contracts, CCDC publishes guide documents and support forms. CCDC 11 is the contractor's qualification statement used in pre-qualification. CCDC 22 is a guide to construction surety bonds, and CCDC 23 is a guide to calling bids and awarding construction contracts — both relevant to how public owners structure bid security and two-step selection. CCDC 9A and 9B are statutory declarations of progress payment distribution, and the CCDC 220, 221 and 222 bond forms (2024) cover labour and material payment, performance and bid bonds. Guides such as CCDC 10 on project delivery methods help owners choose between stipulated price, unit price, design-build and construction management approaches.

What it means for vendors

When a government tender says the contract will be based on CCDC 2 – 2020 with supplementary conditions, read the CCDC form before bidding: it sets payment terms, change procedures, insurance, indemnities and dispute resolution. Your bid is an offer to perform on that standard form plus the owner's amendments, so gaps between the CCDC base text and the supplementary conditions are where risk hides. You cannot negotiate the standard form itself after award — any qualification you take to the CCDC text belongs in your bid at submission time.

Common questions

Are CCDC documents law?

No. They are industry-standard contract templates, not statutes or regulations. They bind the parties only once incorporated into a signed contract, and owners routinely modify them through supplementary conditions.

Where do I get a copy?

From a CCDC document outlet (construction associations across Canada sell them) or the CCDC's electronic format. Statutory declarations are available as complementary downloads but must be used with a purchased seal.
