District School Board of Niagara (DSBN) tenders

The public school board serving the Niagara Region from St. Catharines. This page explains where DSBN bid opportunities are posted, the Plan Taker registration rule, and the cooperative buying channels that sit alongside competitive bids.

How DSBN procurement works

DSBN purchasing follows Policy B-01 (Procurement of Goods and Services), which commits the board to fair, open competitive bidding under the Broader Public Sector Procurement Directives, the Canadian Free Trade Agreement (CFTA), the Comprehensive Economic and Trade Agreement (CETA) and accessibility (AODA) requirements, with environmental criteria incorporated where feasible. Public bid opportunities are posted on the DSBN bid opportunities website, and procurement sign-off follows a delegated authority ladder: purchases under $5,000 sit with the cost-centre owner; $100,001–$500,000 adds the Manager of Purchasing & Central Services or the Purchasing Supervisor plus the Superintendent of Business Services; above $1,000,000 the Director of Education also signs; and non-competitive consulting over $100,000 requires the Superintendent of Business Services' approval. DSBN sits beside Hamilton-Wentworth (HWDSB) in our school board tenders guide.

Where DSBN bids are posted: bids&tenders

Public bid opportunities are posted on the DSBN bid opportunities website and submissions must be made through the bids&tenders bidding system. Bidders must hold a current account AND be registered as a Plan Taker for the specific bid opportunity before they can submit electronically — registration for one bid does not carry to the next. Technical support goes to [email protected] or 1-800-594-4798; questions about an open bid go only through the "Submit a Question" button on that opportunity, and vendors are told to whitelist [email protected] so system notifications arrive.

Cooperative buying: Kinetic GPO, NPPC, OECM, Supply Ontario

Alongside its own competitive bids, DSBN buys through cooperative groups: Kinetic GPO, the Niagara Public Purchasing Committee (NPPC), the Ontario Education Collaborative Marketplace (OECM), and Supply Ontario Vendor of Record agreements. For vendors this means two doors into DSBN spend: win a posted bid on bids&tenders, or get onto a cooperative/VOR vehicle the board can call off without a fresh competition. Neighbouring boards use overlapping cooperatives — Grand Erie (GEDSB) also lists OECM and Kinetic GPO membership.
