PBN (Procurement Business Number)
A Procurement Business Number (PBN) was the identifier Public Services and Procurement Canada (PSPC) issued to suppliers through the Supplier Registration Information (SRI) system. It identified your firm in federal source lists, bid submissions and MERX registration — and many older solicitation forms still reference it.
What it is
The PBN was created when a supplier registered in SRI using its nine-digit Business Number from the Canada Revenue Agency. Per PSPC's registration guidance, the PBN consisted of the first nine digits of the Business Number plus two letters and four digits identifying the procurement account. Suppliers entered it to bid on opportunities not processed through SAP Ariba, to register on source lists such as Professional Services Online and SELECT, and to register on MERX without a credit card, with federal tender documents downloadable free using the PBN.
Current status
SRI has been decommissioned: Canada.ca now states the system is no longer available and directs suppliers to register with SAP Business Network through CanadaBuys, using a valid CRA Business Number. PSPC has not published detailed guidance on existing PBNs. If you hold one, keep it on file — older contracts and standing offers may still reference it. If a new solicitation asks for a PBN, ask the contracting authority named in the notice how they want your business identified rather than delaying the bid.
What it means for vendors
A PBN (or now an SAP Business Network account) is administrative identity, not eligibility: the archived CanadaBuys Supply Manual noted that possessing a PBN is not equivalent to having the legal capacity to contract — the buyer still verifies the supplier's legal entity. Bid forms historically required the PBN to match the bidder's legal name; if it did not, the bidder was determined by the legal name provided.
Common questions
Is a PBN the same as a Business Number?
No. The Business Number (BN) comes from the Canada Revenue Agency; the PBN was a procurement identifier built on top of it, issued once you registered in SRI. You still need the BN for federal registration today.
Do I need to do anything if I never had a PBN?
No. New suppliers register once through CanadaBuys with an SAP Business Network account and their CRA Business Number — no separate procurement number is issued.
