Pre-qualified supplier list
A vetted pool of suppliers who have already passed a buyer's capability, insurance and references screen — so future work can be awarded from the pool without re-running qualification from scratch.
Why buyers use them
Running a full qualification round for every job is slow and discourages small suppliers. A PQL front-loads the screening: the buyer evaluates financial capacity, safety records, insurance and references once, then issues call-ups or mini-competitions only to list members. Many Canadian buyers run them for trades, consulting rosters and emergency-response services.
How to get on one
PQLs open through public postings, usually called a "qualification" or "RFQ for supplier list" — a critical detail, because they are easy to miss: the reward isn't a contract, it's admission to future ones. Typical requirements: minimum insurance (CGL $2M is common), WSIB/standing clearance, references from similar work, and financial statements for higher-value categories. Lists refresh on cycles of 1–3 years; missing an intake can mean waiting for the next one.
Watch-outs for suppliers
Being on a list is not a promise of work — call-ups may be rotated, ranked, or competed among members. Check the list's rules: how call-ups are awarded, whether minimums or estimated volumes are stated, and expiry/renewal terms. Also keep your file current — insurers and clearances lapse and can suspend you mid-list.
Common questions
Is a standing offer the same thing?
Close but not identical: a standing offer is a specific instrument with priced terms the buyer calls off against. See standing offer meaning. A PQL is broader — admission without pre-agreed prices.
Are list opportunities posted publicly?
Call-ups often are not. That is the structural disadvantage of not being on relevant lists — and why tracking the intake postings matters. pubsec.pro tracks qualification and roster postings alongside open tenders.
