Supply Ontario

Supply Ontario is Ontario's centralized supply chain agency — a Crown agency established by Ontario Regulation 612/20 under the Supply Chain Management Act (Government, Broader Public Sector and Health Sector Entities), 2019. Its job is to harness Ontario's buying power across the Ontario Public Service, the broader public sector and the health sector, operating as a single, integrated supply chain organization under the Ministry of Public and Business Service Delivery and Procurement.

What it is

Per Ontario's official Public Appointments Secretariat listing and the agency's own governance page, Supply Ontario aggregates public sector procurement spend and buys as one organization, ensures the supply chain is secure and quality supplies are available across the province, increases support for domestic production, stimulates job creation and economic growth, drives innovation and emerging technologies, and connects small businesses to government. The agency operates as a modern, self-sustaining and integrated supply chain organization across the OPS, BPS and health sector entities — which include hospitals and shared services and group purchasing organizations — with a dual-speed approach that combines steady-state efficiency with readiness to respond to unexpected events. It is governed by a board of up to 13 members appointed by the Lieutenant Governor in Council.

Its powers over covered entities

Under O. Reg. 612/20, Supply Ontario has real regulatory teeth for supply chain centralization: the authority to collect information from covered entities — current inventories and future inventory requirements, current and future procurement activities, supply chain opportunities, contingencies and constraints, contract information, and other supply-chain or vendor-performance information it specifies. The regulation also lets it issue notices to covered entities providing direction and guidance on supply chain management activities.

What it means for vendors

Supply Ontario is becoming the door through which a growing share of Ontario public sector spend is managed, so track its sourcing vehicles and category strategies rather than only individual ministry tenders. Its ministerial mandate letters point to Vendor of Record program modernization, vendor burden reduction, sustainable procurement practices and support for Ontario businesses through initiatives like the Building Ontario Businesses Initiative. For BPS buyers — school boards, universities, hospitals — expect more centrally coordinated procurement and direction flowing from the agency.

Common questions

Is Supply Ontario the same as the Buy Ontario Act?

No. The Buy Ontario Act, 2020 is separate legislation requiring public sector buyers to consider Ontario-made goods. Supply Ontario is the agency doing the centralizing — they operate in the same policy space but are different instruments.

Who does Supply Ontario procure for?

Government entities (ministries, provincial agencies, IESO, Ontario Power Generation and subsidiaries), broader public sector entities (school boards, colleges, universities, children's aid societies) and health sector entities (hospitals and affiliated group purchasing organizations).
