Two-envelope evaluation

Bidders submit two sealed envelopes: one with the technical proposal, one with price. Evaluators score the technical envelopes first; price envelopes are opened only for bids that clear the technical threshold.

Why buyers use it

Price anchors judgment. If evaluators see price while scoring methodology, staffing and understanding of the work, cheap-but-thin bids gain unfair advantage. Separating the envelopes keeps quality scoring honest and prevents "buy low, deliver less". It is common for professional services, IT projects and any RFP where quality carries most of the weight.

How it runs in practice

The RFP states a minimum technical score (often 70–75% of available technical points). Envelopes are opened by a neutral party; evaluators score technical envelopes blind. Only passing bids proceed to price opening; failing bids are never priced and are returned unopened. Final ranking usually weighs technical vs price on a stated ratio — read it carefully, because it tells you how aggressively to price.

What this means for your bid

Never leak pricing into the technical envelope — page-limit rules and "no pricing" instructions are enforced literally, and violations can disqualify you. Invest in the technical score before optimizing price: a bid below threshold is eliminated regardless of how cheap it is. And when the ratio is 70/30 quality/price, premium pricing with a top technical score usually beats discounting.

Common questions

Is this the same as a two-stage tender?

Related but different: two-stage splits the process over time (qualification, then priced proposal); two-envelope splits the documents within one submission. Some processes use both.

Can I see my technical score afterwards?

Most buyers offer a debrief on request, disclosing your scores (not competitors' documents). See bid challenge rights if process fairness is in question.
