Ontario Tenders Portal registration and login
The Ontario Tenders Portal (OTP) is the Government of Ontario's electronic tendering system on Jaggaer. Anyone can browse, but a registered supplier account is what unlocks downloads, amendment alerts and bids — here is how login, registration and responding actually work.
What the Ontario Tenders Portal is
The Ontario Tenders Portal (OTP) is the electronic tendering (eTendering) system for the Government of Ontario — the online bidding portal for procurement competitions within the Ontario government and Broader Public Sector (BPS) entities. It runs on Jaggaer's eTendering platform, is operated for the province (ontario.ca directs vendors to Supply Ontario — see also our Supply Ontario explainer), and is free for BPS entities to use. Since April 1, 2014, all procurement opportunities for Government of Ontario ministries have been posted on OTP, and Broader Public Sector buyers — agencies, school boards, universities, hospitals and co-operatives like the Ontario Education Collaborative Marketplace (OECM) — have been rolled onto it progressively. Browsing is public: every posted opportunity can be viewed by anyone, and vendors can view and download opportunities of interest at no cost.
Ontario Tenders Portal login
The login page lives at ontariotenders.app.jaggaer.com/esop/nac-host/public/web/login.html — that is the exact URL ontario.ca links from its doing-business-with-government page, so treat anything else as a look-alike. The portal's public "guest" view lets anyone browse current opportunities without an account; signing in is what unlocks downloading documents and submitting responses. Three login details matter in daily use. First, the portal times out after 15 minutes of inactivity — work in the offline response spreadsheet and paste in, or save regularly, so a long answer isn't lost. Second, one registered organization can hold multiple sub-user accounts, so colleagues can share bidding work under the same supplier profile rather than cramming into one login. Third, you may still run into ontariotenders.bravosolution.com — the portal's earlier BravoSolution-named domain, where Ontario still hosts official OTP supplier guides and FAQs (each states Jaggaer is the eTendering service provider). The guides are genuine; the login you should use is the jaggaer.com one.
How to register on the Ontario Tenders Portal, step by step
Ontario's official Responding to a Tender guide reduces it to three steps: register for OTP, view posted opportunities for the Government of Ontario and all rolled-out BPS entities, then download the opportunities of interest. Registration is free and self-serve from the portal's registration page — any supplier interested in doing business with the Government of Ontario or rolled-out BPS entities must register to actively participate. After registering you complete your organization profile and select the UNSPSC commodity and service categories you sell against (Ontario adopted the UN Standard Products and Services Code, which is how both buyers and the portal organize opportunities). The one rule that separates browsers from bidders: all opportunities are available to the public, but you can only submit a response once you are a registered supplier — and within an opportunity you use the Express Interest button to formally enter a bid, which opens the RFx details where every document downloads and your response is submitted. OTP also lets you export a question set to an Excel spreadsheet, answer offline, and import the completed response back into the portal. For where OTP fits among Canada's other systems, see our Canadian government tender sites list and guide to finding tenders.
What gets posted on OTP — and what doesn't
Government of Ontario ministries have posted all their procurement opportunities on OTP since April 1, 2014, and BPS entities post there as they roll out — but three carve-outs are worth knowing. The Ministry of Transportation's road-construction suppliers continue using the separate RAQs system. Municipalities are covered by their own channels under the Municipal Buy Ontario Procurement Directive rather than OTP, and many Ontario municipal buyers run platforms like bids&tenders or Biddingo instead. And while OTP is the official electronic notice point, the province still permits print advertising: goods and services tender notices may also appear in the Globe and Mail and construction notices in the Daily Commercial News. Ontario does not maintain corporate source lists, so there is no vendor list to join in lieu of watching the portal. The framework behind all of it is the Buy Ontario Act (Public Sector Procurement), 2025 and its two directives — see our Buy Ontario Act explainer and BPS Procurement Directive explainer.
Costs, amendments, and where to get help
For suppliers, OTP costs nothing: there is no fee to register, and viewing and downloading opportunities is free (a deliberate contrast with paid tender platforms, where per-solicitation fees or subscriptions are common). The portal does not issue traditional addenda documents — while an opportunity is open, OTP sends alerts to registered suppliers indicating that amendments have been published, which is exactly why registering (and expressing interest) early matters. Help splits by topic: portal access and technical problems go to Jaggaer, the service provider, through the Request Supplier Support webform or by phone at toll-free 866-722-7390 (direct 484-335-4586). Vendor payment, invoicing and business-profile questions are OPS matters — the Ontario Vendor Portal handles self-registration for transactions and the OPS Service Centre can be reached at [email protected], 416-212-2345 or toll-free 1-866-320-1756. If you believe a procurement process was unfair, Ontario runs a central bid-complaint review: file within 30 days of identifying the issue via the complaint form to [email protected], and every complaint receives a formal review and response. To see what is open today, our Ontario Tenders Portal opportunities page tracks live OTP listings.
Frequently asked questions
What is the Ontario Tenders Portal (OTP)?
The Ontario Tenders Portal (OTP) is the electronic tendering (eTendering) system for the Government of Ontario — the online bidding portal for procurement competitions across Ontario ministries and Broader Public Sector entities. It runs on Jaggaer's eTendering platform, and as of April 1, 2014 every Government of Ontario ministry posts its procurement opportunities there; BPS buyers such as OECM have been added as the platform rolls out. Viewing and downloading opportunities is free, and registration is required only to submit responses.
How do I log in to the Ontario Tenders Portal?
Use the official login page at ontariotenders.app.jaggaer.com/esop/nac-host/public/web/login.html — the exact URL ontario.ca links from its doing-business page. Anyone can browse opportunities without logging in; signing in unlocks document downloads and bid submission. Two login gotchas: the portal times out after 15 minutes of inactivity (save or work offline in the Excel response spreadsheet), and one organization can hold multiple sub-user accounts so teammates can log in separately under the same supplier profile. Guides hosted on the legacy ontariotenders.bravosolution.com domain are genuine, but that is not the live login.
Is the Ontario Tenders Portal free for suppliers?
Yes. There is no cost to register, and the portal states plainly that vendors can view and download opportunities of interest without incurring a cost — Ontario positioned OTP as a lower-barrier system partly for that reason. It is also free for Broader Public Sector entities to use. Costs in Ontario bidding come elsewhere: bid bond and insurance requirements set by individual solicitations, or paid commercial platforms like MERX and Biddingo that some non-provincial buyers choose instead.
Do I need to register to download tender documents on OTP?
Browsing is open to everyone, but Ontario's official guides are explicit: all opportunities are available to the public, yet you can only submit a response once you have registered as a supplier — and inside an opportunity, downloading the full documents and submitting your response happen through the Express Interest flow on the registered side. Registration is free, after you select the UNSPSC categories matching what you sell so the portal can organize opportunities toward your profile.
How do I find out about amendments to an Ontario tender?
Unlike many systems, the Ontario Tenders Portal does not issue traditional addendum documents. While an opportunity is open, OTP sends alerts to registered suppliers indicating that amendments have been published — so an amendment you never hear about is usually a sign you browsed without registering or expressing interest. Register early, express interest on every opportunity you might bid, and keep your notification emails flowing; the portal's own suppliers' FAQ documents this alert-based amendment model.
Does every Ontario buyer use the Ontario Tenders Portal?
No. Ontario ministries post exclusively on OTP (since April 1, 2014) and Broader Public Sector entities join as they roll out, but MASH-class buyers — municipalities, school boards, universities, hospitals — select their own channels: many use bids&tenders or Biddingo, and municipalities now operate under the separate Municipal Buy Ontario Procurement Directive. MTO road construction keeps its RAQs process. Our government tender sites list maps which Canadian platforms each buyer class uses, and our SaskTenders registration guide covers the prairie equivalent.
