Remise de pli (Quebec)
Remise de pli is the formal deposit of a bid (soumission) in a Quebec public call for tenders - governed by the LCOP (C-65.1) and its regulations for place, deadline, form and opening.
What it is
In Quebec public contracting, "remise de pli" is the formal deposit of a bid (soumission) in response to a public call for tenders (appel d'offres). The rules governing the deposit - where, when, in what form, and what happens at opening - come from the Act respecting contracting by public bodies (LCOP, CQLR c. C-65.1) and its contract regulations.
The core rules
The tender documents fix the place, date and deadline for the deposit. The public body opens bids publicly at that place, date and time, disclosing the names of the suppliers that submitted - the contract regulations apply this architecture to supply contracts (C-65.1, r.2), services contracts (r.4) and construction contracts (r.5). A supplier answering a public call for tenders must be authorized to contract (autorisation de contracter) at the date of the deposit, and must produce the written integrity declaration (declaration d'integrite) required by LCOP s. 21.2 at the moment it deposits its bid.
Form defects and rejection
The regulations treat compliance defects strictly: a bid that is inadmissible or non-conforming must be rejected (with senior authorization of the public body's dirigeant before expiry of the bid validity period), and a replacement electronic submission curing an integrity defect in an earlier electronic bid substitutes for it once the public body verifies the integrity of the replacement (C-65.1, r.2).
Common questions
Is a bid received after the deadline still opened?
The deadline in the tender documents is binding: bids must be deposited by the fixed date and time to be considered, and the public opening discloses only bids deposited as required.
Paper bid vs electronic bid - which counts?
Where both channels are offered, the regulations restrict when a paper bid can be considered if the integrity of the electronic transmission cannot be established - the electronic channel, once integrity is confirmed, governs (C-65.1, r.4).
